The Submission Portal (formerly known as Concurrent Plans Processing) allows plans and documentation to be sent electronically to multiple departments for review, thus expediting the permitting process.
Can I still submit paper plans?
Applicants who submit plans in a paper format will be assessed a conversion fee based on the current fee schedule. These fees must be paid in addition to required upfront fees prior to the documents being sent for plan review. Additionally, conversion may add extra time to the review process. For more information, call the Permit Records Section at 786-315-2100.

Codes and Disciplines
When submitting the reworked/revised plans, new documents containing only the reworked/revised corrections must be submitted. The corrected files should be named the same as the original adding the date of the rework.

Processing and Submitting Shop Drawings - Select either electronic or paper submission
The Delegated Engineer physically signs and seals the paper shop drawings and calculations which are then sent to the Architect/Engineer of Record who physically applies a review stamp approving the shop drawings. At this time, one set of hardcopies should be delivered to the County office.
The forms and documents used to create a roof permit package should be saved as PDFs. Each separate PDF can contain single or multiple pages. The PDF documents once created will look like the original documents and can contain text, drawings, graphics, and photos. Once the permit PDF documents are created, they should all be labeled in the following ways to help expedite the review and permitting process.

For online submittals, the department strongly encourages that design professionals submit digitally signed and sealed plans in compliance with the guidelines for Digitally Signed and Sealed Documents.
The guidelines for electronic plan package submittal dictate required documentation, procedures, data, naming conventions, and file formats for e-plan (electronic) processing. The permit applicant may provide the entire electronic plan package in-person or through the Portal. You may register an account with miamidade.gov to enjoy added benefits such as:
To submit documents through the Portal, from the homepage select “Apply for Permit/Check Application Status (Portal)” under Top Services. For more information, check “How to Apply for a Permit.”
For in-person submittals, applicants may provide paper plans which can be converted into electronic format, for a fee.
Permit applicants will receive email notification when their plan package has been approved by all disciplines. Once approved, applicants may pay their balance by entering their process number in the Pay Fees Now section. Once payment is accepted, applicants may print the Permit Card.
When the permit is issued, applicants will receive an email advising that the permit was obtained, and the plans are ready to be retrieved electronically. The email will provide the link where the customer can view and print the final set of plans at no additional cost.
This link will be available for 30 days after the email is issued.Note that certain commercial properties are protected under Chapter 119.071(3) of the Florida Statutes and as such, will be available for only five days. Additionally, only the Miami-Dade County registered user contact on your permit applications can retrieve the plans for protected properties.
After the respective timeframes, applicants will have to log on to E-Microfilm and pay $18.75 per permit or address to retrieve and print the plans. Applicants are responsible for delivering a job copy of plans to the job site. The printed job copy must contain:
